Congestion of utility lines within the right of way (ROW) has become a challenge for local agencies. Accepted best practices for planning and installing utility services would save time and money. Investigators gathered information through a comprehensive survey of Minnesota city and county agencies to develop a succinct and accessible best practices guide for managing utility congestion within the ROW. The guide focuses on the requirements of Minnesota statutes, including the powers they grant to local agencies to issue permits, require quality mapping and expect timely progress. It also provides recommendations for effective communication between city and county agencies and utility organizations, which was understood to be a principal issue underlying challenges in these projects.
